A documentary on Victor Regalado, a political refugee from El Salvador who arrives in Canada in 1980. The Canadian government considers him a threat to the public and he is told to abandon his political beliefs against the El Salvadorian government, or leave Canada. Regalado is never told what he is being accused of, and enlists the support of several politicians and prominent public figures to support his cause.
